In Hawaii, homemade food (cottage food) vendors are exempt from standard commercial food establishment permits, but you must complete a Department of Health (DOH) approved or ANAB/ANSI-accredited food safety training course before selling. | Certificates must be renewed every three years. The Hawaii Homemade Food Exemption Under Hawaii regulations, operators are legally allowed to use their home kitchens to make certain shelf-stable and non-TCS (Time/Temperature Control for Safety) foods. Home kitchens do not require structural inspections, commercial zoning approvals, or traditional food establishment permits. Required Training: You must complete a state-approved or ANAB-accredited food safety training course (e.g., ServSafe, FoodSafePal, or StateFoodSafety). Free online class offered by Department of health for food handlers permits. Allowed Foods: Baked goods, jams, jellies, honey, granola, spice blends, and specific pickled or fermented plant foods that have a pH of 4.2 or below. Prohibited Foods: Meat products, seafood, dairy-based items, and hot prepared meals. Labeling Requirements: To legally sell homemade food in Hawaii without a facility permit, every item must be properly packaged and labeled with the following information: Required Disclaimer: "Made in a home kitchen not routinely inspected by the Department of Health." Product Details: The common or descriptive name of the product.Ingredients: A full list of ingredients in descending order of weight, including allergen information.
